With more than 30 years of experience in private practice and in federal government roles, Timothy “Tim” J. Hruby focuses his practice on international trade regulation. He advocates for and represents clients in complex international trade matters threatening to limit the flow of their goods and services across borders.
Tim achieves his clients’ international business needs by using his in-depth knowledge of trade policy and customs law to tailor trade remedies. His experience includes counseling clients on the increasingly complex trade landscape and developing and implementing compliance and litigation strategies for issues affecting cross-border trade. For example, he has litigated unfair trade disputes before various U.S., North American Free Trade Agreement (“NAFTA”), and World Trade Organization (“WTO”) tribunals, under U.S. and international law.
Beyond private practice, Tim’s experience includes roles within the U.S. Department of Commerce. He most recently served as chief of staff to the Assistant Secretary for Enforcement and Compliance at the International Trade Administration, and, earlier in his career, was a senior trade policy analyst. During his tenure within the Commerce Department, Tim built coalitions and chaired committees and working groups to address issues facing the agency, as well as broader international trade challenges faced by the U.S. government, and amassed support for proposed solutions. He often advised and prepared high-level government officials for meetings with other U.S. and foreign government officials and business executives on multifaceted international trade issues. Tim was also the lead agency negotiator for trade remedies issues in negotiation of the United States-Mexico-Canada Agreement (“USMCA”), which replaced NAFTA.
Tim is fluent in French and has basic Spanish comprehension.
