Charlotte Rothenberg Rosen joined Dickstein Shapiro in the Government Contracts Practice in May 1999. Ms. Rosen advises clients on all aspects of contracting with the U.S. Government and with state and local governments. Before contract award, she assists clients with teaming relationships, cost and pricing issues—including schedule contract submission—solicitation interpretation, and general procurement processes. After award, Ms. Rosen represents clients on all manners of contract administration and compliance matters, such as procurement integrity issues, export licensing, Service Contract Act/Office of Federal Contract Compliance audits, Inspector General and Department of Justice investigations, enforcement of subcontracts, and data rights/software protection. Her clients include professional services and engineering firms, systems integrators, defense contractors, software developers, facility managers, and nonprofit institutions.
