Alicia Insley O’Brien joined Dickstein Shapiro in 2002, and is an associate in the Antitrust & Dispute Resolution Group. Ms. Insley O’Brien represents clients in complex civil litigation, congressional investigations, and state and federal investigations. She focuses primarily on issues concerning the development of creative approaches to problem solving to reach negotiated or mediated resolutions of complex disputes to maximize recovery for her clients. Additionally, Ms. Insley O’Brien devotes a significant part of her practice to pro bono counseling and litigation.

AREAS OF CONCENTRATION

Antitrust and Complex Civil Litigation

Ms. Insley O’Brien is a key player in the firm’s successful Complex Dispute Resolution Practice, providing a wide range of legal services ranging from litigating federal and state antitrust cases to drafting policy papers and legislative language regarding health-related, antitrust, and civil rights issues. She currently represents a major pharmaceutical company in a multiparty antitrust action against the leading U.S. pharmaceutical manufacturers concerning the importation and pricing of prescription drugs.

Government Law & Strategy

Ms. Insley O’Brien focuses her political law practice on government investigations, with an emphasis on congressional investigations and hearings. She also counsels clients on campaign finance, ethics, election, and lobbying law. Ms. Insley O’Brien provides guidance to clients throughout their interactions with government officials, assesses current compliance issues, and suggests best practices to ensure adherence to the rules to enable businesses, associations, PACs, non-profits, and others to work successfully with government representatives at the federal, state, or local level.

Pro Bono

Ms. Insley O’Brien devotes a significant amount of her practice to pro bono matters, including work for the Save Darfur Coalition, ABA Death Penalty Project, ACLU, Virginians for Alternatives to the Death Penalty, and Appleseed Foundation. She has collaborated with several organizations in drafting and publishing policy reports on death penalty and civil rights issues, drafting and advocating for legislative and regulatory initiatives, and developing guides to election and campaign finance laws.

PROFESSIONAL BACKGROUND

Prior to attending law school, Ms. Insley O’Brien served as an intern at the White House during the Clinton Administration in 1997, and worked as a teacher through the AmeriCorps National Service Program from 1998 to 1999. During the summer of 2000, she worked at the Department of Education in the Office of the General Counsel. She served as a legal intern for Senator Edward M. Kennedy on the Committee for Health, Education, Labor, and Pensions in the spring of 2001, conducting legal research and writing on a diverse range of legislative matters. She also worked as a summer associate at Dickstein Shapiro in 2001, where she assisted in a wide range of Firm matters, including pro bono cases.

Ms. Insley O’Brien is admitted to practice in the District of Columbia (2003), New York (2003), and Massachusetts (2002). She is a member of the District of Columbia, New York, and Massachusetts Bar Associations and the American Bar Association.

Ms. Insley O’Brien received her B.S., magna cum laude, from the University of Maryland (1997), and her J.D., magna cum laude, from the American University, Washington College of Law (2002), where she was a member of the American University Law Review.
