Donald Gelinas is an energy industry consultant with Dickstein Shapiro in Washington, DC. Mr. Gelinas participates in a variety of cases involving the energy industry, with a special emphasis on the regulatory requirements of the Federal Energy Regulatory Commission (FERC) and general electricity matters. He brings 30 years of experience at the FERC to the firm. During his time with the FERC, he served as Associate Director of the Office of Markets, Tariffs, and Rates, where he headed the FERC’s investigation regarding wholesale electric and natural gas prices in the West, as well as efforts to develop market mitigation plans for the West. Prior to being appointed Associate Director, he served as Director of the Division of Rate Applications in the FERC’s Office of Electric Power Regulation. In that capacity, he headed the FERC’s programs for federal rates, qualifying facilities and electric rates, and tariffs.
